The Ministry of Transport of the Russian Federation has developed profile recommendations for municipalities, where it is particularly recommended to launch a campaign to reduce parking spaces on the road network and within the districts. For example, the Ministry of Transport is trying to encourage the population to abandon personal transport in favor of public transport.
If more than 85% of the available spaces are occupied by vehicles, the regional government is advised to introduce a parking fee. This indicator is also led by the Moscow Ministry of Transport, which is introducing another paid zone in the city.
For long-term parking, it is recommended to introduce off-street parking, parking garages and garages. The number of spaces on the road network and in areas within the neighborhoods should be reduced, and parking along the streets should generally be regarded as a temporary measure, if the flow of the highway allows it.
Other measures
Other measures to slow down traffic include more active introduction of parking lots, increasing the speed of ground transport, shortening the intervals, adjusting ticket prices so that the driver can travel cheaper on public transport than on his own car.
In the most crowded streets, it is recommended to introduce special lines in order to “harm compliance with the legal values for the number of parking spaces”. For objects in the neighborhood with different functional purposes, it is recommended to use one common parking area. For example, visitors of city services can park there during the day and visitors to the theater in the evening.
However, it won’t be easy to transfer people who are already accustomed to a certain level of comfort from personal to public transport, experts say.
