In Moscow, it is planned to conduct an experiment: drivers involved in an accident are allowed to leave the accident site in violation of the rules. Such a scenario is being considered as part of the fight against “repeated” accidents – collisions with people and cars during the registration of an accident. With the help of CCTV cameras, it will be possible to restore the image of what happened, Kommersant reports.
The problem of “repeated” accidents in Moscow has been tried for years to solve. According to the expertise center of Probok.net, 25-40 people die each year in the capital alone under such conditions.
Traffic regulations now require the driver to stop the car immediately in the event of an accident, switch on the alarm and put up an emergency stop sign. If there are no fatalities or injuries, you can leave the accident scene by photographing the damaged vehicles.
As part of the pilot project, it should allow the driver to leave the lane immediately after an accident on major highways, so that there are no casualties. Photo and video material from the cameras can be received later and the fact that the participants in the accident quickly leave the roadway prevents casualties and increases traffic capacity by an average of 50%.
The experiment is planned to be carried out on Moscow Ring Road, Third Ring Road, Accords and Central Ring Road. If recognized as successful, this will be followed by appropriate changes to the traffic rules.
However, experts say that there will be legal uncertainty – for example, as part of the “pilot” the driver leaves the scene of an accident, but the insurance company may find mistakes and refuse to pay. In addition, Article 12.27 of the Code of Administrative Offenses “Breach of obligations in connection with a traffic accident” provides for deprivation of rights up to one and a half years or administrative arrest. Therefore, the “pilot” must somehow be backed by a legal guarantee.
