The Ministry of Transport has prepared a document on the regulation of taxi activities, in which, in particular, it wants to allow the authorities of Moscow, St. Petersburg, Sevastopol or some other regions to set the maximum number of passenger taxis that will operate on this area.

The draft law has already been approved by the Ministry of Labour, the Ministry of Finance, the Ministry of Economic Development, the Ministry of Industry and Trade, Rostransnadzor, the Federal Tax Administration and the Ministry of Health, and has also been approved by the Government Commission on Legislative Activities and will be sent to the Duma shortly.

However, the Federal Antimonopoly Service (FAS) opposed plans to allow local authorities to limit the number of taxis in the region, as well as a number of other measures, such as setting travel fares and requiring aggregators to identify branches of their companies. open in any subject of the Russian Federation.

The Antimonopoly Service believes that the project of the Ministry of Transport, Public Works and Water Management creates unreasonable and significant barriers for taxi aggregators, which will lead to a disruption of supply and demand in this market.

Experts believe that the proposed measures are related to preventing an overabundance of taxi drivers, which has a negative effect on their earnings. The project of the Ministry of Transport, Public Works and Water Management also provides the option for self-employed drivers to work via taxi services. Today, in order to carry passengers, they must form a legal entity or register as an individual entrepreneur. If the document succeeds, they can work as individuals after signing an agreement with the aggregator.
