The Duma’s profile committee advised parliament to adopt two bills in its first reading that would change the rules for driving a car by citizens.
The first innovation in this is that medical certificates are converted into electronic form and do not have to be handed over to the traffic police on paper. All data is entered into the database of the Ministry of Health, from which information is retrieved by the traffic police on request, Kommersant writes.
If a disease is detected during a medical examination, in a hospital or clinic: visual impairment, epilepsy, alcoholism, etc., you must undergo an extraordinary check-up. If it is not passed on or the disease is confirmed, the traffic police has the right to cancel the rights of such drivers.
The second innovation is related to the change in the rules to allow citizens to drive certain vehicles. Bus categories D and D1 (minibus) will not open if the driver has not had at least one year of driving experience in a car or truck.
The third innovation is that foreigners will be obliged to exchange their national rights for Russian ones no later than one year after receiving a residence permit in the Russian Federation or a Russian passport.
In addition, MPs proposed supplementing one of the bills for second reading with a standard that would require truck and taxi drivers to take exams once every five years to confirm their qualifications.
The first reading of the bills will be discussed in mid-November.
